NOTAM: ZLA does not simulate ASDE-X

Recently a number of pilots have provided feedback to ZLA regarding our implementation of ASDE-X. This naturally left me scratching my head since we’ve never actually implemented this at ZLA.

 

While we are aware that ASDE-X has been implemented at KLAX and there are plans for it to be implemented at KSNA, KSAN, and KLAS; there is no need for us to do so here at virtual ZLA. There is no question that ASDE-X improves safety and reduces runway incursions, however its implementation in the real world is due to the fact that their systems are unable to get aircraft to tag up on radar without being assigned a code in the system and turning their transponders on.

 

Here in VATSIM we have the luxury of ALL aircraft returning a full data block, even without an assigned code provided that we make use of VRC’s built in GROUND or TOWER modes.

 

Asking pilots to turn their transponders on while taxiing to or from the runway often results in additional confusion on their part. Imagine the inconsistency and confusion if we had two pilots flying SAN-LAX and LAX-LAS respectively. The first gentleman who has his transponder on may be asked to turn it off until he takes the runway. The second pilot is asked to turn his ON during his taxi. Then the first guy is told to turn his transponder BACK ON after landing at LAX, while the second may be told to turn his OFF after landing at LAS. The issue becomes even more exacerbated and confusing when these pilots encounter different procedures outside of ZLA at other facilities. The implementation of ASDE-X would additional require ZLA to make changes to our training, testing, ATIS requirements, and general SOP.

 

There also exists an inconsistency between different controllers who may work tower from time to time. Those that simulate ASDE-X are asking pilots to turn/leave the transponder on while those who aren’t ask pilots to leave/turn them off. Controllers working radar positions are often confused by the clutter caused on the ground at our major airports when transponders are currently on; and due to the vast airspace we control which includes large differences in MSL on the ground at our fields; it is extremely hard for us to set proper radar floors and ceilings.

 

The only time controllers should be asking pilots to change a transponder setting is when it is currently OFF in flight (including takeoff roll). From an official standpoint, we additionally ask that all controllers, regardless of position (Delivery, Ground, Tower, Approach, or Center) do not ask pilots to turn their transponders off after they have landed.

 

ZLA has never backed down from doing things differently than other facilities in VATUSA nor VATSIM in general. However we have always attempted to implement these sorts of changes as part of a greater strategy with a strong implementation plan that includes our training, documented procedures, and a communication strategy for our controllers, our VA partners, and the general pilot membership. Once we implement such a strategy we monitor it for measurement of results to ensure that we provide a consistent method within ZLA.

 

Effective immediately and until further notice; ZLA does not simulate ASDE-X at any of our airports.
