Santa Barbara Approach (SBA)

1. PURPOSE.

This Standard Operating Procedure (SOP) outlines the procedures to be used by controllers working Santa Barbara Approach to ensure that arrival and departure flows are handled in as efficient and timely a manner as possible. By specifying standard handoff points, departure routes, and arrival routes, coordination between surrounding TRACONs and ZLA Center sectors may be greatly reduced.

2. ROLES AND RESPONSIBILITIES.

This SOP was originally signed by Mark Dalforno, Santa Barbara TRACON Lead, and Jeff Clark, ZLA Chief on May 09, 2002. This latest version of the SOP was approved by the FAB on July 25, 2008.

3. DISTRIBUTION.

This SOP is intended for use by controllers staffing Santa Barbara TRACON, as well as controllers working at Los Angeles Center positions interfacing with Santa Barbara Approach.

4. REQUIREMENTS.

a. Frequency:

Santa Barbara Approach shall use 125.4 as its frequency.

b. Airspace:

Santa Barbara Approach is responsible for the airspace depicted in the sector file, labeled "SBA APP," at and below 8,000' MSL.

c. Special Instructions:

1. SBA IFR departures should either be assigned a SID or a heading approved in the "Assignment of headings" SOP.

2. SBP arrivals from the northwest will be received from OAK_A_CTR at/below 8000'. Traffic operating along V27 and other aircraft at/below 8000' may be received from OAK_A_CTR as well, if the aircraft will cross the ZOA/SBA_APP boundary.

d. Santa Barbara Airport Runway Configurations and Procedures:

1. The 25/15L/15R configuration (used during VFR conditions with winds less than 10 knots, or with winds equal to or greater than 10 knots favoring these runways)

When using this configuration, the following instructions shall be issued to all VFR departures to ensure they remain clear of the RWY 25 downwind at 2,000 feet:

(a) Off runway 15L/R westbound: "TURN RIGHT HEADING 200, MAINTAIN VFR AT OR BELOW 1,500 FEET UNTIL ADVISED"

(b) Off runway 15L/R eastbound or southeast bound: "AFTER DEPARTURE FLY RUNWAY HEADING, MAINTAIN VFR AT OR BELOW 1,500 FEET UNTIL ADVISED."

2. The 7/15L/15R configuration (used during IFR conditions or with winds favoring these runways at 10 knots or greater)

This is the preferred configuration during IFR weather conditions as it permits the use of the ILS 7 approach.

3. Runways 33L and 33R

These runways may be used as the controller deems appropriate; however, IFR departures from these runways are not authorized due to the steeply rising terrain north of the airport.

e. Other airport configurations

There are three other controlled airports located within SBA_APP (VBG, SBP, and SMX). At these airports, controllers should generally choose runway configurations that are aligned with the wind. When an airport is reporting less than VFR conditions, controllers should choose a configuration that permits the use of the instrument approach with the lowest minimums, if winds allow that configuration.
