- Purpose:
This letter of agreement prescribes radar hand-off and coordination procedures, delegation of airspace, and
altitude/route assignments between VATUSA Albuquerque Center (ZAB) and VATUSA Los Angeles Center (ZLA).
- Disclaimer:
Information contained herein is designed and specifically for use in a virtual controlling environment. It
is not applicable, nor should be referenced for live operations in the National Airspace System (NAS).
- Cancellation:
This letter of agreement is effective 06/01/2007 at which time cancels the letter of agreement between ZAB and ZLA dated 11/16/2004.
- Definitions:
- RNAV: Aircraft equipped with /E, /F, /G, /J, /K, /L, /R, and /Q equipment suffixes.
- Las Vegas Terminal Area: Las Vegas (LAS), North Las Vegas (VGT), Nellis AFB (LSV), Henderson (HND), and Boulder
City (61B) airports.
- Los Angeles Basin: Ontario (ONT), John Wayne/Orange County (SNA), Long Beach (LGB), San Bernardino International
(SBD), Chino (CNO), and Seal Beach (SLI) airports.
- Phoenix Terminal Area: Phoenix Sky Harbor (PHX), Scottsdale (SDL), Phoenix-Deer Valley (DVT), Falcon Field (FFZ),
Goodyear (GYR), Glendale (GEU), Williams Gateway (IWA), Chandler (CHD), Luke AFB (LUF), Casa Grande Muni (CGZ), Stellar
Airpark (P19), Sky Ranch at Carefree (18AZ), and Wickenburg (E25) airports.
- San Diego Terminal Area: San Diego International (SAN), Montgomery Field (MYF), Brown Field (SDM), Gillespie
Field (SEE), NAS North Island (NZY), and MCAS Miramar (NKX) airports.
- Valley: Burbank (BUR), Van Nuys (VNY), Santa Monica (SMO), Camarillo (CMA), and Oxnard (OXR) airports.
- Procedures:
- The procedures contained herein are supplemental to and do not supersede those procedures described in FAA Order
7110.65, and shall apply unless prior coordination is effected.
- ZLA Arrivals:
- Las Vegas Terminal Area (Except LSV):
- Non-turbojets shall be routed via PGS.
- Turbojets:
- Shall enter ZLA airspace at or below FL300.
- RNAV aircraft shall be routed via: DRK/IGM/PGS TYSSN STAR.
- Non-RNAV aircraft shall be routed via: DRK/IGM/PGS KADDY STAR.
- Aircraft unable STARs shall be coordinated and routed via: DRK/IGM/PGS direct LAS.
- Phoenix Terminal Area Departures:
- Shall be cleared no higher than FL280.
- Shall be routed via IGM.
- Nellis AFB (LSV):
- North of DRK shall be routed via PGS direct LSV.
- Over or south of DRK shall be routed via IGM direct LSV.
- Los Angeles Basin: Shall be routed via PSP.
- Los Angeles International (LAX): Shall be routed via TNP.
- San Diego Terminal Area:
- Sector 43 shall ensure aircraft are routed via EED or PKE.
- Sector 42 shall ensure aircraft are routed via IPL.
- Valley Arrivals:
- Sector 43 shall ensure aircraft are routed via EED or PMD.
- Sector 42 shall ensure aircraft are routed via PSP.
- Other ZLA Arrivals:
- Palm Springs (PSP), Thermal (TRM), and Bermuda Dunes (UDD) arrivals shall:
- Enter ZLA airspace at or below FL320.
- Sector 42 shall ensure aircraft are routed via BLH.
- El Centro (NJK), Imperial (IPL), Calexico (CXL), and Mexicali (MXL) arrivals shall:
- Be routed via IPL.
- Sector 42 shall ensure aircraft enter ZLA airspace at or below FL240.
- ZAB Arrivals:
- Albuquerque International Sunport (ABQ):
- ZLA shall restrict LAS Terminal Area departures to a maximum altitude of FL310.
- Phoenix Terminal Area:
- Aircraft landing PHX, SDL, DVT, FFZ, IWA, CHD, and P19:
- ZLA Areas C and E shall ensure:
- Turbojet aircraft at or above FL240 entering ZAB Sector 42 are routed via the ARLIN STAR, or GEELA STAR for RNAV aircraft
as follows:
- MOHAK transition for SAN Terminal Area departures.
- BLH transition for all other departure airports.
- Assigned to cross SCOLE or MOHAK at or below FL250.
- Turbojet and turboprop aircraft at or below FL230 are cleared via the BLH STAR.
Non-turbojet aircraft shall cross SALOM or the ZAB/ZLA boundary at or below 17,000 MSL.
- Aircraft unable STARs are coordinated and routed via PXR.
- Non-turbojet aircraft routed via BZA enter ZAB airspace at or below FL230.
- ZLA Area F shall ensure:
- Aircraft enter ZAB airspace at or below FL290.
- RNAV aircraft are routed via: BLD/DRK/HEC MAIER STAR
- Non-RNAV aircraft are routed via: BLD/DRK/HEC COYOT STAR
- Aircraft unable STARs shall be coordinated and routed via: DRK direct PXR
- Aircraft landing other than PHX are routed via FLG except aircraft landing LUF or E25 may be
routed via DRK.
- Aircraft landing CGZ, GYR, GEU, E25, 18AZ, and LUF:
- ZLA Areas C and E shall ensure:
- Aircraft from Area C are routed via BXK direct destination.
- Aircraft from Area E are routed via GBN direct destination.
- Turbojets enter ZAB airspace at or below FL250.
- Non-turbojets enter ZAB airspace at or below 17,000 MSL.
- When miles-in-trail restrictions to PHX are implemented for events, aircraft on or west of a line from PGS
to DRK shall be considered one stream (J92 stream), with aircraft east of that line treated as a separate
stream (J11 stream). When operationally advantageous, LAS Terminal Area departures may be routed over NAVJO
direct DRK and sequenced with the J11 stream.
- Coordination for climbing or descending aircraft:
The transferring controller need not coordinate aircraft climbing or descending to an assigned altitude, provided:
- An automated radar hand-off is performed, and
- The data block reflects the correct assigned altitude of the aircraft.
- Transponder code changes:
Transponder codes may be changed without coordination upon initial contact.
